In April 2008 Scotland became the first country in the world to open up water and sewerage services to competition for all non-household customers, allowing them (public sector, non-profit and business organisations) to choose who provides their services. In this session Alan Sutherland describes his experience of 20 years of economic regulation in Scotland, drawing out some useful parallels and insights for those involved in delivering water and sewerage services in Victoria.
